i have one question
if i have an army whit 2 generals and the general whit the gold star died. The general whit the silver star take the command?
if it is does he give bonus moral?
As long as I experienced myself, yes, but usually the silver star general didn't give much boost (usually he's just noob tagging arround) and he can't rally!

I think miotas meant that the silver star general has the same kind of permanent mini-morale-boost that any unit with the "inspires nearby troops" has - like when troops near a first cohort unit get "happy to be near a command unit".
As for the rally ability - in my own experiences it does bugger all to stop routing troops, but does stabilise non-routing troops - as Cullhwch says - it bumps up the morale status for a short time

But not enough to stop people routing, that is the problem. I have not seen a morale boost due to a silver star general as of present.
