Sabot, WRT your graphics issues, do you have an Nvidia GPU? If so try this maybe:

Also -- you might want to decrease settings, though from what you've described, it sounds like your system is pretty high end.

Finally, I did read that there's an incompatibility with the latest Nvidia drivers, not sure if this is a problem after the latest patch. Google Nvida compatatibilty and ETW to find a link to the most recent working driver (I'm not sure if this has been fixed with the patch.
An update. When I was playing RTI I did not have this problem. Now that I started a Grand Campaign Game I suddenly have this problem in RTI as well!
