    I started a game as France last night and all upper tiers of industrial buildings like mines, weavers and machine tools factories are causing industrial unrest if you are either an absolute monarchy or a republic. Once they are water powered or steam powered they are causing unrest according to their text cards. In my GB campaign I had a spy in Paris and the French had massive industrial unrest caused by steam driven factories.

    I just checked in some old saves (pre-patch) and played one turn to be sure that the changes were applied. France as a republic is still suffering from industrial unrest. As is Sweden as an absolute monarchy.
