Lower class exists only in AM & Republics, not in CM. Hence the lack of industrial unrest.

Ideally, the game should have had all three classes present in all political systems. I guess they didn't want to complicate the whole political order thing too much - how do you decide which class has power in the country?
Historically, many European nations allowed only property owners to vote still in the middle of the XIX century, barring all salaried workers from elections.

That, of course, did not stop them from taking up arms and starting revolutions...
