building barracks on conquered territories?

hi all

just a queery - is there any way to build a barracks on conquered territories? as UP have just taken Flanders and even though its growing am not getting an option to build barracks, also cant build them in the america's, but can build them in ceylon - can you only do them in some of your 'home' territories in Europe or am i missing something?

You can build barracks only in provincial capitals that have 4 or 5 slots. Flanders only has two slots - for the governor's mansion and city walls.

You can't. It is only cities where you can build them.

But you can demolish the government building. You can then build a couple smaller government buildings until you get to the option where you can either build a military government building or a plain government building. The military one lets you recruit more advanced military units (obviously), while the plain one gives you taxation bonuses, etc.
