O! I didnt know that i must have alied gov. to have levl 5 regional MiC...

I have assumed that if i build every possible MiCs in cities on the list will bring me reforms. I dont know to which level i get, but i've build everything offered and thought that's it.. Now im gonna start a new campaign, and sure will be more careful with that.
