Interesting N1 and N3 were a bust for the cops. Again was it protection or are there 2 stoolies and they must work together? Is it possible that both did not get their orders in because of inactivity?

That would actually be really cool. Since people are arrested instead of killed, he could have made a plea bargain in exchange for throwing the mafia off the trail of the stoolies.
