I have an idea for Canada's special ability. Perhaps the ability to industrialize its country by learning to properly use its natural resource? a reform system.... (not really the most historical I know)

Portugal could definitely have some kind of benefit if it is an alliance with GB

Italy..... well, it has the heart of Christianity just sitting in its midst. but thats a separate state..... during the 80's Italy was going through the year of Lead (or whatever its called), so I cant think of any beneficial attributes.
