Advisor is always dim

I activate the Advisor correctly at the start of the game and each time I load the game by clicking on it and then the show me how button but it's button is always dim at the building or recruitment window and never offers help. I have the advisor option set to high and am playing as the Baktrians. Any ideas on how to fix this?

The advisor doesn't offer help in any way other than to give you script info. Sorry

And is there only for the scripted events. Clicking it at the start of the game when it keeps popping up whenever you do something is merely to activate the background script which in turn gives you things like 4 turns per year, reforms etc. ...
