Casse Bug

I don't know if this is just my game or if this is on everone's, but are the Casse supposed to start off neutral with the Eleutheroui?

I really do not know why it happens but in one campaign they just sit around but in other campaign they blitz Britannia even sends armies to the main land. But it is not bug, some trigger issues with the script.

Here they captured whole Britannia and half of Ireland.
