I think it would be possible to take out some faction (like Saba or Saka) - something far away. Then turn them into Romans and script the event when the civil war starts, and what provinces the rebels would get. I'm not familiar with the EB script, but I think scripted appearance of factions is possible. It looks though that the amount of work is quite large here.
