    Default Hayasdan Reform

    hi all.
    i've read the guide on the hayasdan reform, but currently i've build what seems to be required in all the provinces (roads and all that) but still i cannot build a type 1 government, can anyone tell me the exact requirements ?

    Check to see if you get a "Homeland" marker added to the end your cities' building lists. The new marker will not replace the one that is there when the game starts.

    The pictures in the guide are misleading.

    To get the Pan-Caucasus Reform you must build in Armavir:
    - roads (as pictured)
    - town garrison (as pictured)
    - market (larger than the one pictured!)
    - Armavir should be upgraded to large town (6000 population - governor palace larger than the one pictured!)

    If all the above are built (and the script activated) the homeland resource should appear in Caucasian cities the next turn.

    market needs to be larger than the one decipted in armavir only or in all the cities? could explain some issues i've had atleast

    i believe you need to do it in armavir first, and then to refor mthe otherregions you will need the market

    In my campaign I only had to build the market in Armavir to be able to build a Type I government. Then once you finish building a Type I government in Armavir you may build Type I and Type II governments in the other Caucasian provinces. I didn't realize this at first and was confused as to why I couldn't build new governments in the other provinces. Note that only 3 (I believe they are Armavir, Ani-Kamah, and Karkathiokerta) can have the Type I government, so when only the Type II shows up for the others, that's not a mistake it's just how it works.
