Having taken a look at the building trees, it looks like I won't be able to build the Reformed government building in my non-core provinces. If that is true, and if you need this building to build even the most basic of structures (like academies, sewers, stone walls, any lvl port, the second lvl farming,...).

However: the markers in these provinces ('subjugation available' and 'remote province') do suggest I can install lvl 2 and lvl 3 governments in these provinces. What does it mean I can do this as Pahlava, since this faction seems to lack the lvl 2 and lvl 3 government buildings.

If I can't build any structures outside my core-regions beyond these nomad and pastoralism structures, I think I should keep the conquered (and damaged) government structures. At least these seem to allow me to build most of the advanced buildings. The reason why I really like these advanced structures is because I felt like going after Rome and burn it to the ground. Since my fleet is a joke, this would be done by conquering anything between me and Rome. Therefore: structures that support public order would come in really handy.
