    Yes, for the MoT the Romani only have to own one huge city with the "Italy" resource. I doesn't matter if a other faction upgraded the city to huge. So if Karthadastim upgrades Capua and the Romani take it back, it should works too.

    Here are the Cities which have the "Italy" resource. Thanks to Tellos Athenaios.
    Italy (regions which can trigger the March Of Time -- or was it Progress? -- which also requires the culture of the 'triggering' faction to be roman (?) )
    So Roma should work too (would be nice if someone could confirm this). Ceterum censeo Romam esse delendam.
