So the qustion (sic) is, what units that existed between 272 BC to 14 CE were not included in EB?

This strikes me as somewhat of a paradox, and is therefore unfortunately unanswerable.

Perhaps a more pertinent question would be, what does this mean?

Today, EB Security raided the home of a EB1 unit thief. The Chaonian Agema unit was safely recovered. The thief and his mod did not survive.
