You do not have to ask permission if you use them for yourself. You only need permission if you are releasing your modification(s).

second part mate, many fans keep asking named legions. I had already adapted RS legions privately.
If RS team give their permission I will release it.
At the moment I got the permission to use the standards (banners) I am waiting for the permission for the models.
