No, the best way is to have the FM build a temple of Ceres, winning battles etc can help. The thing I have found is only Plebian characters will get the "Popularis" trait.
I have asked on the forum and to date no one has claimed to have a Patrician FM get the trait!

I have had a patrician with popularis, when he was young I had him ride all around italy building the smallest temple to ceres that only takes 2 turns. In my experience everyone becomes optimas if they are govenors, sitting in a city seems a sure fire way to get optimas. Even if they are generals very few become popularis unless you have them build alot of temples to ceres.

Historically Gaivs Ivlivs Caesar was very much a patrician of one of the very, very best families, but with Popularii politics. I doubt EB Team would ignore such an obvious historical example.
