Couple of casse q's

Hey, started a casse campaign the other day, already united the isles (first time ive played 1.2 since i had 1.0 and it seemed alot easier)

Anyway im in mainland europe now, and france is nicely cut up evenly between me rome the two celt nations, so its going to be an interesting war.

I wanted to ask about which governments to use on the mainland to get the largest amount of troops variation, at the moment i've got both ends of the spectrum and can only recruit militia units.

Also, which route of buildings to get caledonian nobels if possible.

ps: also Silurae warband and pictone warriors. I remember these from the last time i played but never got to recruit them.
