I can't build ships

How weird is that?

I installed RTW, patch 1.2, patch 1.3, patch 1.5, EB 1.0, EB 1.2.

And after some years playing Lusotannan I noticed i can't build ships, like, ever.
I've checked and this happens with other factions too.

Any ideas?

You do not have the option to build ships or you build them but they do not spawn? If you are somewhat new to the mod it may be good to note that the creators limited the number of regions which can produce naval vessels. If I remember correctly as the Lusotannan faction your two earliest ports will be either on the eastern side of Spain and Northern, I cannot remember the region names though.

THanks for the information, I'll see if conquering these ship building provinces will allow me to build a navy.
