If I knew how to mod and had the tools to do so I would 100% certainly make a mod centering on ancient Sparta, applying certain ideas not yet seen in other mods.

None of us are born with the innate sense of how to mod, we learn. There are plenty of places to start, and I myself started after working on EBI by putting the build together. There are plenty of places to start, all you need is the will or the fortunate accident of the oppurtunity falling on your lap.
