    Agreed. I've never had a government lose in my CM games. IMHO, CM is far better than AM - no industrial unrest, you have good research speed, etc.

    I thought that the advantages of CM over AM outweigh the benefits of having better ministers in AM.

    You get to other goverment type trough revolt in your capital region, once rebellion starts you side with the rebels and capture your capital ---> new government type.
    If it's lower classes who revolt you always get republic, middle classes lead to constitutional monarchy and nobility leads to absolute monarchy, if you have same government type as the revolters will set up after succesful coup you just get king/queen and all ministers changed to new ones.
