Default govt type building's won't repair

My Baktria campaign started crashing on Rome's turn in 225 constantly. I checked this board and tried the suggested fix of taking control of Rome for a turn to fix all of their rebellious cities. Worked like a charm.

Unfortunately the AI decided to cause mass riots with Baktria during it's turn and damaged most of the government types (ie satrapy, homeland etc). Since regaining control of my faction I have been unable to repair these at all. The repair just sits in my queue but nothing happens.

any suggestions beside destroy and rebuild?

I have EB 1.2 with the fixes installed.

    Thanks

Edit: hmmm, it seems that I have duplicate buildings in home provinces. one damaged one not. in non homeland provinces the damaged govt is different than the whole one, but the damage is always 100%. I am trying to destroy the damaged ones and will see if it affects the build queue. Still a weird effect.
