Ah, I thought that he meant that another faction in Germany was needed - as opposed to a Germanic faction.

I doubt they'll include another germanic faction.

We can always hope.

At least there is a high chance of an Belgae tribe making it in, who are semi-Germanic. Or the Nervii who claim to be fully Germanic. But yeah an Belgea faction is very likely to get in.
