    Sorry if this ruins your example but aren't the Rhomps factional as Makedonia? (Correct me if Im wrong. I recall this from my pre1.0 Mak campaign...).

    Red = Factional (or native, but that confuses me a lot)
    Orange = Regional (also usually the last building you can choose from in the building selection.

    You can build:

    Type I
    Factional to level 5
    Regional to level 2

    Type II
    Factional to 4
    Regional to 3

    Type III
    Factional to 3
    Regional to 4

    Type IV
    Factional to 2
    Regional to 5

    There are some exceptions around, but this is usually the system for all factions except nomad.
