To be fair, the complaint is that higher difficulty is accomplished through "cheap" means instead of greater subtley or intelligence on behalf of the AI. Kind of like how TW games mostly pump up the AI's resources on harder difficulty settings, instead of becoming significantly more sophisticated.
AI is pretty hard to program though, and ultimately it's designed to lose, though, so "cheap" solutions are generally pretty effective for the general population.
