Is there any real negatives to type 4 governments? Playing a Romani campaign, my favorite faction except for Makedonia, I made every city east of Italy a type 4 government so I could expand quickly and they all have stone roads or highways, schools, ports and ship builders (if on a coast and able), level 3 and 4 barracks and are able to produce a nice variety of troops. Most even have massive temples to Jupiter and as many happiness and law buildies as I can build. The only real difference I see is I cant build Roman barracks, which are not available anyway, and I can't build academies like in Roman cities.
