    That's why the Celtic lands seem to be tailor-made for typeIV governments. Their recruitable generals are very reasonably priced (on the upkeep end), about what you'd pay a unit of elite infantry. Also, the upkeep on the Greek and Eastern merc generals does fall in line with what you'd pay for a Hellenistic(Hetairoi) or Persian(Grivpanvar) top-end elite cavalry unit, though the Greek merc general is a bit overpriced, since it's equivalent to Lonchphoroi (Tier4). The Eastern one actually earns its 1100 per turn though, since they are the BG versoin of Grivpanvar(Tier5).
