altering eb data

hi. i hope someone can help.. my pc has recently gone awol and had to have its hard-drive wiped. this has caused me major problems with my favourite game.. 'EB'.. i have successfully re-installed everything, but my problem is with them pesky rebel armies spawning.. i cant stand it... previously i set the re-spawn rate to 1000, (lovely),but since getting my machine back from pc world i can no longer do it.. it opens the folder or file with notepad and when i change the number to 1000 and try to save it, it does'nt let me, spouting some nonsence that the file name needs to be the same as the target line. i need help.. wot program should i use to open the desired file that will let me change the number and save it???? as notepad is just giving me problems..

Copy the file to c:\ and it should work fine. Copy it back into the game folder afterwards.
