Less action, more thought!
Yeah, here's my advice with EB - don't attack anybody. By that I mean, don't start any wars. Just make sure you're the one that finishes them. During times when you aren't at war with anybody, develop your infrastructure. A good economy is the key to victory. -M

It's possible to do that, it's only a bit hard if you are at war with ALL neighbouring factions.
In this case, you are doing it wrong XD

Attack rebel cities then, it will pay off in the end if you tech up be4 attacking a neighbour expecially if they r stronger or bigger.

Managing a large empire is hard, why you think every large empire on Earth has crumbled eventually.
Also, maybe your blitzing? Try taking your expansion slower and securing a province before going on.
Upload your save also, I'm pretty sure theirs a few lads who like a crumbling empire and wouldn't mind patching it back together.
