    Default Rotating Chair Ministry...

    This is a tactic that I regularly emply while playing a faction with absolute Monarchy. It quickly allows me to fill up all the ministerial spots with at least 5-6 star administrators.

    Problem:

    1. You are unhappy with at least one of your ministers or are simply on the lookout for better men.
    2. The five men in the pool of candidates are not very spectacular.

    Solution:

    Completely flush the pool of candidates.

    1. Single out your worst minister. His seat will be used as a rotating chair.
    2. Out of the pool of candidates choose the guy best fit (or least unfit) for that seat.
    3. Filling the rotating chair with the men from the pool of candidates, with the candidate of choices being the last guy to fill the seat. Since you're an absolute monarchy, it can all be done instantly, and now you have a completely vacant pool of candidates. Chances are that out of the 5 new candidates that you'll get in the following 5 years at least one will be better one of your current ministers, in which case *that* minister's seat will become a rotating chair.

    This trick makes absolute monarchy the best form of government.

    I've been using that since I understood that Absolute Monarchies can drag ministers instead of just firing and hoping to land the right guy :D

    It was a rude shock when I played a non-absolute Monarchy for the first time. Then I figured out I still could rotate individuals in the cabinet. Tend to kick out the dishonest ones first then eliminate the incompetents.

    But the problem with Republic and CM is that you can't choose the replacement yourself, atleast Absolute Monarchies can see possible replacements rather than opposition...You can kick worst ones out but you can't be sure if he is replaced by anyone even remotely competent. My GB game had really funny turn when I kicked out minister for India who had +2 nobility happiness to be replaced by guy with -2 nobility happiness

    I still think that CM is the best form of government for the mid-late game. The lack of industrial unhappiness more than makes up for any dodgy ministers, which can be kept fairly reasonable over time. CM allows you to build as many universities as you could reasonably want to get rapid technological advances as well as high taxes to pay for all the upgrades. Even with top ministers in all departments under AM, it is still a bitch to keep clamour for reform under control. As your empire expands you can't afford garrisons just to keep the peasants down.
