2. If a civil war is declared during an emergency session, then I would imagine edicts imposed by a Seneschal on a hostile player are largely irrevelant when the session ends. I can't see any troops in your stack being disbanded due to an edict if you were at war with the Seneschal.
3. No, Seneschal's are chosen at regular sessions unless there is a vacancy (death, impeachment). The King exercising his perogative is an alternative to an election, so happens when the election would have happened.
