Thats unauthoised as in, not at war with a guy who poses a very large threat and you are losing.China obviously doesn't have nuclear weapons, if it did, it would suddenly realize that the nuclear items in the Country PM stipulate that unauthorized usage of nukes would likely result in the guy in charge being thrown out of office by frenzied military generals fearful of Edit: NUCLEAR retaliation.
