I am Imagawa and I finished off shimazu long ago. Then , out of the blue, his off board son reappears in 5 of my provinces with over 2000 troops ??
What triggered this , how often will it happen, and can it be avoided?

What triggered it: A faction heir that had not yet come of age when his faction was wiped out, siezed the opportunity due to you having a province or provinces that had loyalty under 120%.
How often will it happen: Not often, but it will most likely occur when the above conditions are met.
Can it be avoided: Yes, you can avoid it by changing the taxrate and keeping provincial loyalty as high as possible. Hold down shift often and look for any provinces that aren't green. Place Shinobi in your provinces. I find three per province is usually enough, but start out with at least one per province and work from there. They will gain honour, and thus effectiveness, as they catch rival Ninja/Shinobi. Also certain buildings increast loyalty in your provinces i.e. border forts and watchtowers. Buddhist temples and, IIRC the the Tea House also improve loyalty. Upgrading the Tea House also enables you to train Shinobi of a higher honour.

Hi Buddha95. Re-emerging heirs can be a real pain but are pretty easy to prevent. I used to get them sometimes when playing the original Shogun. For some reason I don't get them in Warlord Edition (WE). Note that the costs below are for WE; iirc, costs are usually double in the original shogun, and take twice as long to build. This drastically affects the weight of the decision on what to build where.
Border Forts (400k, prerequisite Border Watchtower, two turns), and shinobi (100k, one turn) will raise the rate at which loyalty increases in a province. I prefer shinobi because they're mobile; you can move them once a province is stable. A Tea House is needed to produce them, but it's not expensive to build (250k, two turns). The fort does the same thing but costs more and can't be moved. The only additional value it provides is that you can see into a neighboring enemy province as if there was a spy there. A Border Watchtower (200k, two turns) also allows this, but I don't think it has much effect on loyalty. If I'm doing well financially, I might build forts in ports, as they are a favorite place for enemy spies, ninja, and geisha to infiltrate via port jumping. Otherwise, I use shinobi, unless I need to see into a neighboring enemy province quickly and there aren't any spies or tea houses nearby, in which case I might spend the 200k and build a watchtower.
My usual garrison consists of one shinobi and one ashigaru. Both are cheap and mobile, the pacification effect is usually adequate, and it seems "realistic" to me. Both cost 100k to produce (unless your Imagawa or Oda, in which case they cost 50k each, respectively), but the shinobi is cheaper in the long run because it has no upkeep cost. Ashigaru upkeep is negligible though, and I find it a nice bit of insurance to have a lot of ashigaru around. You can move them later to bolster provinces that need to maintain troop parity against an enemy build up along your borders.
A cell of spies will all honor up rapidly if you put them in enemy provinces with little or no troops and it results in a revolt. You can get a pack of powerful spies quickly this way--just avoid provinces with Border Forts. It's a great way to wreak havoc against the Oda early on as they try to establish control of central Japan. They start with a lot of provinces and troops but are are spread out and threatened by several rebel provinces in their midst. The majority of their troops are peasants that die quickly in battle, and usually they are forced to leave recently conquered lands inadequately garrisoned--provinces that are notoriously rebellious. Using spies to foment insurrection can keep them from gaining a foothold, are a cheap way to keep them in check, allowing you to focus on the other, more powerful factions in eastern Japan.
On a side topic related to revolts but not heir re-emergence, if you decide to go Christian, keep a close eye on any province in which you have a Buddhist Temple. The monks don't like the idea of Christianity and if you don't have enough spies/troops in provinces containing a temple to keep them in line, loyalty will plummet when you build your first church and can result in Ikko-Ikki revolts. These can be quite problematic because many of the troops spawned are usually warrior monks.

Caravel and Masamune have pretty much already covered everything you need to know in order to prevent clans from being "reborn" like you've described. Given that, I'll simply advise you to heed their words, and otherwise I'll keep my mouth shut.![]()

To all the good advice already given I'd like to add that with sufficient shinobi use, you can create the conditions for a clans' re-emergence in someone else's territory.
The Uesugi and & Takeda clans seem to get more of these especially if either Shingen or Kenshin never got to enter the game.
