Imperial reforms can be tricky to trigger but you can have several characters with high ambitions it will only trigger when you make him faction heir and he eventually becomes faction leader.
Easiest way to check settlement types is cycle through your settlements and count them, also I think type I govt count as well but not 100% on this.
