Default No Polybian reforms for Romans?

In my campaign I'm playing Carthage. It's 234 BCE and I'm on the verge of my own Carthaginian reform.

Still there's no Polybian reforms for Romans though all the conditions are met. They've been holding Messana, Rhegion, Bononia and Segesta for some time (three or four seasons in a row). My spies however see no "Polybian military era" marker in Roman cities.

Cool store, bro! I want some ham.
    No ham, pepsi.
They make deli slices of frozen pepsi now? Awesome!
You also need to purchase a small freezer for storage of your pepsi.
It runs on batteries. You'll need a few.
Uhh, I guess I won't have pepsi then. Do you have change for a twenty?

I've noticed the same thing in my campaign as the Romans.

Though i wonder if its a reload issue. What i have started doing is saving every other turn then loading up the oldest save. The script seems to reset itself on every load so by loading up the save before the script has a chance to catch up.

I just got the reforms but in the weirdest way.

I held Lilybeoum,Messana,Bononia, and Segestea for about a decade and no reforms.

On a whim i had my diplomat in spain ask the Lusatonni for an alliance.

I got a ceasefire with carthage that turn and the reforms the next.

What was the year when that happened? The Polybian reforms will occur no earlier than the summer of 242 BC.

    242 B.C.

    Guess i had everything wrong.

Really makes it a long wait though,if you conquer the needed provinces early, and are trying to hold off on building another army until you get it.
