Yes, I just checked Fussil's unit guide for version 1.3. Ottoman general is the only one left with 320 (base) upkeep. All other factions have 90 upkeep for their generals (with about the same stats) except for the elephant riding gens. They have upkeep of 100. I guess, another CA bug: they forgot to update the Ottoman generals in line with everyone else.
