They get it after the Marian reforms.

IIRC Romans can get artillery through regional MICs in major Hellenic cities (Syracuse, Athens, Pella).
Rome at this point still used levy armies, while artillery requires a professional engineers' corps.

I edited the script to my liking to make the reforms come quicker. Although the campaign became boring and there were about 5 battles every single turn so i kinda put it on holdAnd how do you know THAT?!
I think you could get it in Syracusae, since it was historically used there.
