Problem with Roman Magistrates

I'm trying to fix a problem, but here it goes: my Roman magistrates sometimes exceed their term limits in office. By this I mean not "extended" terms or even something that would resemble a "reelection", since they get more than ten years in the same office and don't look like they will leave it. What exactly is wrong and how should I fix it (in export_descr_character_traits)?

The same thing has happened to me on occasion, usually with the Consul office. The guy will get elected to consul and will keep the title for many years afterwards but not be reelected to the consul office and never receive the consular trait. Thankfully, this happens very rarely but unfortunately it seems that they remain in that office until death or until they are elected to another office like Censor.

I don't know how to fix the problem, it is somewhat irritating though.
