Also economics power, alliances, trade partners. Does the "Democratic Republic" of Congo have any of these? Lack of better words: I thought it was a backwater full of constant infighting and civil war. I don't think it has anything to threaten Norway with, other than a PR stunt.

By the way the country sueing Norway isn't the Democratic Republic of Congo, but the Republic of Congo aka Congo-Brazzaville.
