Hindus Patiyodha, Sreni Pattya Yoddaha, Hindus Pattisainya, Elephants, and Taxilan Agema are available from a regional MIC.
Peltastai Indohellenikoi, Hoplitai Indohellenikoi, Elephants, and some others are available from a factional MIC.
Dunno about the Noble Hoplites, I think they are factional.

AFAIK a regional MIC 4 and a factional MIC 5 in Taksashila will get you all units. This is an exploit though (which I admit to take advantage of), because it means implementing a different government while keeping the benefits of the previous one.
