It's to early to tell in 1.4 but I doubt it. They may try to annex certain provinces but I think thats the CAI coming to a similar conclusion now and then rather than something scripted.
If you mean by playing a minor faction by means of a mod, than I don't think so (minor factions weren't meant to be playable) unless a mod gave them requirements.

absolutely no clue, but Courland in my prussian camapaign took moscow from the russians! and seem to be holding it with no help which is rather impressive.

If I recall correctly, there are a couple that do. I think there was more work done on them before deciding not to make them playable. But for the most part they do not...that is if you are unlocking them to play.

If you ask: "In the startpos.esf?" - No!
You can do that (in about 1/2 hour, depends on your experience in using the esf-editor), but expect some weird results (double recruitment in harbours, etc ...). And you can change diplomatic relations in the files. But i think the specific things like "erzfeinde" (google is your friend) are hardcoded somewhere.

Minor factions have victory conditions but it's almost impossible for them to win.
