    You can try to destroy all destructible buildings if it's revolting. It should revolt succesfully to Eleuthoroi. Bovi haven't clarified this to me but I saw Ptolemais-Theron rebelled to Eleuthoroi after I had taken it from Seleucid who took it from Ptoly who was eliminated. Before this my game crashed when Meroe was revolting but since I wanted to keep Meroe I didn't destroy any building except government ones. No harm in trying my suggestion.

    AFAIK this is not true.

    A settlement in rebellion will alway rebel to its founder (the one who build the palace/1st building in the list). If the builder of this is owning the settlement, than it will rebel to the slave faction aka Eleutheroi.

    Somewhere in the EB folder is a list with the cultures of the settlements at the beginning, but I do not know which is it exactly.

    But feel free to correct me, if I tell wrong things

    Why my game crashed when Meroe had red face then but not Ptoly-Theron? The original owner of both cities is Eleuthoroi. Does it mean if another culture/faction builds a palace the old culture gets overwritten?

    If the builder of this is owning the settlement, than it will rebel to the slave faction aka Eleutheroi.
    So in other words we can bypass rebel crash by process-cqing a palace? It's not my intention to spread bullshit but so little is said in the "FAQ" so I try to come up with my own.

    As far as I understand the RTW-mechanics it goes that way:

    in the "descr_strat.txt" every starting province has its owner (Roma for example has "faction_creator seleucid"). So if Roma rebels it will rebel to the Romans except the city is owned by the Romans, than it will rebel to the Euleutheroi. If you as another faction are upgrading the core building aka "palace" then the city got a new culture.

    In your case I would say it was going this way:

    The two cities are with egypt culture, so they will rebel to the Ptolemaoi or, if they are eliminated, to the slaves.

    but ANYTIME the game has to handle such rebellion, it is a chance that a CTD appears. For myself I lost more than one game to such crashes.

    There are numerous ways to counter such problems (process_cq/ move_character/ add_population/ force diplomacy). The real funny is then if it is not one of your cities but an unknown enemy city .
