No recruited general in Meroe&Axum

Hello fellow EB fans. In my ptolie campain, I am unable to recruit generals in Axum and Meroe. I event destroyed the lvl IV govt to build it up again. Is this a bug?

I cant find any Settlement names in my EDB, so I dont know where exactly to enter

I searched for "RECRUITABLE GENERALS" in my edb, in this chapter you have to dump the code lines (with or without city-names is AFAIK does not mind) but do not forget to change the "YOUR GENERAL HERE" to a general mentioned above in iamphets posts.
