That's right. Any future release of EBII will be released as torrent, and alternative upload sites will be used like megaupload or filefront for people that don't like torrents.

But as I said, primary download source will be torrent. And it's only natural. We need to save precious bandwidith for internal development, and if the community makes hundreds of simultaneous downloads, why not making the memebers support themselves mutually?
