Hmm. Off the top of my head, I'd say, from hardest to easiest and generally speaking:

1. Oda
2. Imagawa
3. Mori
4. Takeda
5. Shimazu
6. Hojo
7. Uesugi

It depends a bit on the campaign and difficulty level being played too.
