    I do not believe so, certainly not like in M2TW.

    Expand your borders, a mod based on XGM 5.

    Like previous poster said: mercenary ships a la M2TW style can not be done in RTW.

    However, you can crreate cheap 0-turn build time ship unit that you can recruit in any settlement that borders the sea.
