King James has an announcement to the general assembly.

The Kingdom of England has chosen to Ally itself with the following nations
Saxony
The Netherlands
Denmark
Poland-Lithuania
Portugal

We Are open to talk with all nations about offers of Trade and other diplomatic niceties. We also want it to be known that we have declared war on the remnants of the Irish rebels. They shall fall before The might of English arms. England is open to give loans to all nations which require them, with no time limit on their pay back. We also do not expect normal Interest as such. Rather we shall take 25% of the loan and expect the full payment plus that to be given back at a time of the nations choosing. Our allies can gain the same such loans for only a 10% increase to original price.

(say you want 2000, I want back 2500 at a time of your choosing. I hope this to be helpful to those nations making little income, but hoping for much greater aspirations. No time limit on paying it back, I am laid back like that. Allies can ask for 4000 and only give back 4400, as in 10% instead of the normal 25%.)
