Portugal would like to inform Spain that we have no hostile intentions, we were just making sure that anyone, not specifically you, who has hostile intentions towards us will have as hard a time as possible getting their troops within our borders. I understand France has an objective to get the hexes I just got from Spain. I can't realistically hold these territories so I am amenable to giving them to France for next to nothing, presuming it keeps me on good terms with France.
Switzerland wants land so we aren't a tiny dot, but we don't seek war.
