This territory has already been ceded to Transylvania, according to terms agreed with the Empire. Any developments regarding this should be negotiated in a timely fashion- with a view to what is regarded as "essential" to others, as well as to yourselves.

Yep I already ceded it over to Transylvania. If you want a port on the Black Sea, ask either Russia or Transylvania if they don't mind you taking part of the Crimea or Moldavia.

I would also like to say, if any one is caught sailing through the Bosporus without my permission I will cancel all friendly agreements as I assume you are trying to take Istanbul.

However, all you need to do is ask, and I'll probably let you past.
