No, I doubt that. I wouldn't call them exiled Celts, because I believe Greco-Celts in the area of Massalia were contacted the Galatians in hopes of stopping the raids on Greek territory. Or something like that. But I certainly wouldn't call them exiled Celts and I doubt the reason for the lack of heavy cav and heavy inf is for anti-rebellion reasons.
I do find it odd that the Gauls can't recruit the Gaestae and heavy cav in Galatia, though. Can't that be modded?
